Iowa’s Graduated Driver Licensing (GDL) Program
Iowa uses a Graduated Driver Licensing (GDL) system to help teen drivers gain experience before earning full driving privileges. Here’s how the system works:
1. Instruction Permit (Age 14+)
- Must pass a vision screening and knowledge test
- Must be accompanied by a licensed adult (age 21+) when driving
- Required to hold the permit for at least 12 months before applying for an intermediate license
- Must log 20 hours of supervised driving (including 2 hours at night)
2. Minor School License (Optional, Age 14½+)
- Allows limited unsupervised driving to and from school and school-related activities
- Must meet additional criteria including driver education enrollment and approval
3. Intermediate License (Age 16+)
- Must complete an approved driver education program
- Must hold an instruction permit for at least 12 months with a clean driving record
- Must complete at least 20 hours of supervised driving (2 at night)
- Driving is not allowed between 12:30 AM and 5:00 AM, unless accompanied by a licensed adult
4. Full License (Age 17+)
- Eligible after holding an intermediate license for 12 months with no moving violations
- All restrictions are lifted
