New Jersey uses a Graduated Driver License (GDL) program to help teens gain experience before receiving full privileges.

16
Student Learner’s Permit
Teens age 16 may apply for a learner’s permit by:
Enrolling in a state-approved driver education course
Passing a vision test and written knowledge exam
Obtaining parental/guardian consent
Paying the required fee at a local MVC office
Permit holders must:
Complete 6 hours of behind-the-wheel training with a licensed instructor
Practice driving with a licensed adult (age 21+) with 3+ years of experience
Display GDL decals on the vehicle’s license plates
Avoid driving between 11:01 p.m. and 5:00 a.m.
Limit passengers to a parent/guardian or dependent and only one additional passenger

Probationary License
After completing the permit phase (minimum 6 months), teens may apply for a Probationary License by:
Passing the MVC road test
Continuing to drive with the same nighttime and passenger restrictions
Completing 1 year of probationary driving before applying for a full license

18+
Basic Driver License
Once the teen turns 18 and has held the Probationary License for at least 12 months, they can apply for a full, unrestricted New Jersey driver’s license.
