(GDL) Process for Teens
West Virginia’s GDL program helps teens gain experience behind the wheel before earning full driving privileges. It progresses through three stages to reduce crash risks and encourage safe driving habits.

AGE
15+
Instruction Permit
To apply for a Level 1 permit, teens must:
Be at least 15 years old
Pass a vision and written knowledge test
Drive only with a licensed adult aged 21 or older
Not use mobile devices while driving
Complete 50 hours of supervised driving (including 10 at night) before advancing

16
Intermediate License
To qualify for a Level 2 license, teens must:
Be at least 16 and hold a permit for at least 6 months
Complete all supervised driving requirements
Maintain a clean driving record for 6 months
Restrictions include:
No driving between 10 PM and 5 AM
No more than 1 non-family passenger under age 20
No mobile device use

17+
Full Unrestricted License
Teens become eligible for full privileges at 17 if they:
Have held an intermediate license for at least 12 months
Have no traffic violations for 12 consecutive months
This final stage removes nighttime and passenger restrictions.
